军民融合背景下军工企业多元化发展战略研究

冷战结束后,欧美多数军工企业在军转民的过程中采取多元化的经营战略,壮大企业规模并寻求进一步的发展。随着我国军民融合战略的深入实施,军工企业不再是封闭独立的单一军品生产基地,而是顺时应势逐步实现军品和民品同步多元化发展的战略转型。通过分析我国军工企业军转民的历史进程与国际经验,结合多元化战略的特点,考察军工企业在军转民过程中实施多元化战略的动因,构建军工企业多元化战略的选择函数。本文认为,军工企业选择多元化战略应考虑企业自身实际情况,积极响应国家政策,培育核心竞争力;同时,军转民过程作为军民融合深度发展的重要一环,会促使军工企业往多元化的方向发展,而多元化战略的实施也会加快军民融合深度发展的进程。

Democratic control of Romanian intelligence after three decades: quis custodiet ipsos custodes?

ABSTRACT

Romania faced one of the most dramatic transitions from authoritarian communism to become a democracy and a member of the North-Atlantic Treaty Organization (NATO) and the European Union (EU). The backbone of building a democratic society has been civilian control of the military. This article briefly describes the norms and institutions of democratic control of the intelligence services in Romania and assesses how the mechanisms of democratic control have worked in practice after almost three decades of reform. We argue that many of the post-1989 reforms have been only superficial implemented and monitored, particularly after Romania joined NATO and the EU. The article concludes that the democratic control of intelligence in Romania is an unfinished business. There are structural shortcomings embedded in the process of democracy consolidation that need to be addressed.

分析了基数滚动切块和层次分析-目标规划(AnalyticHierarchyProcessandGoalProgramming)投资分配模型的利弊,探讨了工程建设投资效能的估计方法,研究建立了基于效能分析的投资分配优化模型.该模型经实际算例分析证明,模型的思路清晰,便于理解和操作,具有较好的实用性.     

军事供应链不确定性产生机理研究

军事供应链中不可避免地存在不确定性。构建了军事供应链不确定性产生机理的概念模型,从需求、供应、环境三个方面分析了军事供应链不确定性产生的原因,同时,对军事供应链中可能存在的各种不确定性进行了讨论,明确了加剧不确定性影响的因素是军事供应链系统的复杂性。具体表现为军事供应链成员交互关系的复杂性和军事供应链网络结构的复杂性。提出正是由于这两个原因的存在,对军事供应链的保障性能产生了巨大的影响。     

论强化消防部队管理执行力

安全事故频发,引发部队管理危机,究其原因是多方面的,但是,管理中的＂三弱化＂是主因。如何提升管理中的执行力,应从四个方面入手,即强化培训式管理、走动式管理、数字化管理、问责制管理。夯实执行根基,提升执行监管,量化执行标准,重施执行奖惩,确保消防部队管理执行力的提升,是减少安全事故,确保部队高度安全稳定的根本途径。

分析了我军院校发展中存在的问题,提出了培养合格军事人才军校必须采取的措施,阐明了军校教育必须从封闭走向开放,才能在世界军事斗争中处于不败之地。     

一个通用数据库管理工具的研究与实现

目前我国行业信息化建设已经跨越了初级阶段,但在许多行业的信息化应用中还存在着烟囱效应和信息孤岛效应。为了将行业信息化引向深入,需要对原有系统进行数据集成。文中首先对数据集成的基本概念进行了探讨,并进一步对数据集成的一个重要工具——通用数据库管理工具的功能及实现方法进行了研究。文中所讨论的通用数据库管理工具与其他工具的区别在于:能够对物理上分布的、异构的多个数据库进行管理,还能够在更高的层次上对多个数据库中的数据进行逻辑上的重新组织。文中所讨论的通用数据库管理工具是为最终用户服务的,而不是一个开发工具。     

边防部队基层警营文化建设存在的问题原因及对策

近年来，边防部队通过大力开展基层警营文化建设，取得了可喜的成绩，但整体情况仍然滞后，需从多方面分析其存在的问题及原因，才能进一步提出对策，使警营文化效能的发挥达到最佳。     

Dynamic inventory management with cash flow constraints

In this article, we consider a classic dynamic inventory control problem of a self‐financing retailer who periodically replenishes its stock from a supplier and sells it to the market. The replenishment decisions of the retailer are constrained by cash flow, which is updated periodically following purchasing and sales in each period. Excess demand in each period is lost when insufficient inventory is in stock. The retailer's objective is to maximize its expected terminal wealth at the end of the planning horizon. We characterize the optimal inventory control policy and present a simple algorithm for computing the optimal policies for each period. Conditions are identified under which the optimal control policies are identical across periods.
